There's massive chaos right now on what the company will become. They've had three new CEOs in 18 months, and their Network still lags behind the competition. Overall, the company is in major upheaval, which is surprising and often creates some major confusion about where one fits. Companywide functions are really underpowered -- some are barely even paid attention to while others dominate. So often, stuff happens with in one function in a complete silo, and then it breaks across other groups.
