1. People are very toxic and everybody is busy playing politics. 2. There is a favouritism culture where the QA head would blindly trust his favourites. 3. These favourites would like to take full advantage of this power and would cause hinderance to others progress. 4. The favourites would make sure to grab the opportunity in their bucket before it even reaches on office floor.
