In the 15+ years I worked at ADP they routinely implemented RIFs only to turn around 6 months later and start rehiring again. I always believed this was done for accounting purposes, not bone fide business reasons. In 2017, ADP is undergoing extensive lay-offs, closing offices around the country, and adding new, or building up existing hubs in Norfolk, Orlando, El Paso, Tempe, Alpharetta, and Elk Grove - and offering relocation to only a relatively small number of affected employees.
ADP has no program or means to assist laid off employees find another job within the company - its all up to the affected employee. Nor are affected employees given any additional consideration in finding another position. I've seen this over and over again over many years and many RIFs.
Also, there is a lot of turnover in senior leadership positions. It seems, a leader comes in, sets a direction and before the vision can come to life, the leader leaves, another comes in and another direction is taken.
