Campus Development Office (CDO) is responsible for building project development and property maintenance. Our office provides comprehensive professional services across a vast array of building project types, including the institutional, office, residential, and hospitality categories. Our responsibilities range from master planning to building services engineering design, covering all stages of the development process, from client’s brief and design requirements to project management and site supervision until project completion. CDO also provides facility maintenance and building repair work to ensure the campus operates smoothly at all times.
Reporting to the Associate Director/Senior Manager of Campus Development of the Electrical & Mechanical (E&M) Section, this role involves overseeing the design, procurement, renovation of building services in the University to ensure safe, reliable and efficient operations, while delivering exceptional projects and enhancing your design/project management experience. The appointee is crucial to the successful delivery of key projects, including but not limited to capital or renovation projects, and uphold the reliability, efficiency, and safety of the building services systems and facilities. Main duties include to:
- Lead and implement the planning of building and infrastructure projects, ensuring alignment with the University’s vision and mission through ongoing reviews and updates;
- Assist in developing initial design concepts by conducting feasibility studies, analysing site and development potential, and preparing test-fit design schemes;
- Oversee the installation of building services systems, manage capital projects, and implement structured and improvement programs;
- Monitor, evaluate, and report on the progress and quality of new developments, redevelopment, and renovation projects to ensure compliance with standards and timelines;
- Review and coordinate engineering and construction drawings, supervise contractors and site personnel, and ensure all works meet regulatory and technical requirements;
- Coordinate with internal departments, consultants, contractors, vendors, and users to ensure smooth communication and efficient project delivery;
- Plan and manage system upgrades and inspections; conduct condition surveys and troubleshoot system failures to improve performance and ensure reliability;
- Prepare and validate technical documents, and engineering drawings; create presentations to support decision-making and project execution;
- Serve as officer-in-charge during emergencies, perform shift and overtime duties as required, support system testing and commissioning, and undertake other tasks to meet operational needs; and
- Perform any other duties as assigned.
- A Chartered Engineer with a Bachelor’s degree in Building Services Engineering/Electrical Engineering/ Mechanical Engineering, with full membership of HKIE or similar professional bodies, and a valid safety training course certificate (commonly known as “Green Card”);
- A minimum of 10 years of solid experience in project works duties related to electrical and mechanical installations;
- Extensive experience in electrical and mechanical systems or building development, and large-scale project execution in Hong Kong and Chinese Mainland;
- Experience in facility maintenance will be favorably considered;
- Good command of written and spoken English and Chinese (including Putonghua);
- Being a good team player with good communication skills and supervisory capability;
- Being self-motivated with the ability to work independently under pressure and tight schedules;
- Strong risk awareness and a strong sense of responsibility; and
- Strong analytical and interpersonal skills are required.
- Candidates with substantial experience in higher education institutions and/or managing government subvention projects; and
- Proficiency in AutoCAD and Revit are preferred.

Remuneration package will be highly competitive, commensurate with qualifications and experience. Appointment will be made on a fixed-term contract; fringe benefits include gratuity, leave, medical and dental schemes.
