Promotions are done based on what creates the least difference to the organisation, usually in response to staff leaving and sourced from within the team with no backfill or from adjacent companies that already work with them. There are rarely any backfilled hires to replace the promoted person or the person who has left, and the same amount of work is expected for a smaller team. The focus is on the events side of the business, meaning the market intelligence side receives little to no support from management and is the primary reason for haemorrhaging resource. New managers put in place are inexperienced and unsupported, a shame for them really but they don't help themselves too much either.
