Very convulated political atmosphere that favors sucking up to managers rather than staff performance, poor managerial skills in many units and no real commitment to improve the situation. The bank would rather protect bad managers and lose good staff members. Poor HR department, often bureaucratic and out of touch with staff needs and how to address them rather choosing to operate like a call center! Ineffective internal conflict resolution system as the Bank hides behind its immunity to local laws.
