The cause, the mission, the people (below Director level). Several country offices are well run, with empowered staff, but this is not consistent across the organisation.
Cons
- incompetent senior leaders - constant (poorly managed) restructuring - undervaluing talented, committed staff - culture of fear of failure (generally, although some offices have effective leadership that have overcome this)
