Pros
If there is a good Chief the department can be a great place to work. Since the department is non 911 driven, there is a lot of freedom for the staff to work as hard as you would like or as little as you may desire. The area's covered by the department are primarily poverty ridden and littered with high crime, which makes an ideal playground for a police officer.,There is also time to invest in the community and the department, which is a definite plus.
Cons
There is a high turn over with executive management. Which means poor management can and does appear from time to time. With the poor management, often times there is poor morale, micromanagement, dishonesty and safety issues. Also you really have to like the place because the pay is not so great, making the poor management times even harder to digest.
