Pros
On paper and in the all employee meetings - leadership sounds on track. The very top management may have some good strategic plans that they believe are being implemented.
Cons
Local leadership knows how to make top management believe their directives are being followed. When the heat is on, they look for someone to blame and/or fire. Owning up to their own responsibilities is random.
