With frequent upper managment changes, both projects and people get scrambled...than panick sets , momentum is lost resulting in risk of not meeting financial goals. Then the reduction of overhead costs is implemented (ie layoffs) to make the numbers 'work' at least short term.
The cyclical nature of this behavior feeds uncertainty , anxiety and high turnover of employees. Information hording as a bargening chip to avoid layoff is also feeding jnto this toxic environment.
