Large organization with a very stable asset base

The ethics of this organization are highly questionable. It starts at the very top. The CEO makes decisions based on hearsay, internal unsubstantiated gossip, emotions or what she determines to be popular, not what is right for the organization or what will make the organization stronger. She hides behind her accounting background claiming she is a numbers/by the book person.....but, this is all a veil to cover up ineptitude, gross negligence and a vindictive insecure personality. Manipulation of numbers or manufacturing of evidence against individuals is all common place in this organization, despite constant reassurances that everything is done "by the book". Witch-hunts are a common practice that keeps everyone unnecessarily on edge. As the CEO sets the example of what is acceptable behavior nearly all her direct reports follow and it trickles down throughout the organization into a highly toxic culture. The organization has massive deficiencies and they are constantly being covered up because the senior brass is inept and does not even realize how huge the deficiencies are. Any attempt to bring this to management's attention is usually covered up and the individual that makes the observation will eventually suffer the consequences of speaking up. I have seen a great deal in my years in this organization and anyone that is capable is desperately trying to get out unless they have family here that forces them to stay. The talented or hard working individuals either leave out of complete frustration or are sooner or later forced out by the old timers which creates a cycle reinforcing bad behavior and incompetence. Most of the old timers sit around plotting against and planning the demise of anyone that makes them work. (The CEO is an old timer which only makes matters worse as she defends these actions) There is also a great deal of mistrust and envy between departments making cooperation very difficult. Again, from my observations it was the CEO that was fostering rather than putting an end to this clear and unnecessary/unproductive dysfunction. I witnessed a fair amount while in this organization so I guess i would summarize my advice to any new talented employee with an old saying....."When an unethical organization meets a good manager with a strong and ethical reputation, it is the organization's reputation that remains intact." For good reason, morale could not be lower in this organization and unfortunately there is nothing that can break this cycle unless you remove the senior brass and replace them with strong outsiders as it all starts at the very top.
