The saddest fact is how the Agency Higher Management is treating its own dedicated, devoted and highly professional staff. Undervaluation and underestimation causes low morale, high frustration, depression and complete demotivation. Lack of stability, fear of loosing job. Your performance does not matter at all, for higher management you're just a number on the list. Introduction, at all cost, of ITIL practises which simply does not work in Military organisation. Bureaucracy reached the ceiling. Under current management I would not recommend working for the Agency to my biggest enemy.
