1. Budgetary constraints 2. Competitors / other industries offer much better pay. What is the management smoking to assume that the remuneration is appropriate!! 3. Profitability issues 4. Existing employees in general are dissatisfied due to pay issues and work culture 5. Only deals in Agricultural Commodities therefore competitors have an advantage. Also there are bans on trading of certain agri-commodities 6. Behavioural issues of most management staff cadre (of course there are exceptions as well)
