Projects in the public sector are littered with substandard subcontractors to meet political quotas (MBE, DBE, WBE). Work ethic of some upper management needs improvement. New president relies too much on underlings and gives them too much free reign. Not many private negotiated projects are secured in the future. The field supervisory staff is not adequately staffed with help out on the job site.
