Tenure is valued over talent. Performance is not rewarded in the compensation system. Mediocrity is encouraged. There is no accountability for results. Management is weak and unwilling or unable to make decisions. Resources are scattered across hundreds of meaningless efforts instead of focused on the critical projects. Nepotism is rampant.
