Just move on if you work hard and want to evolve. ETSI used to be a great company. It has now become some kind of inconsistent autocracy.

Too little turnover in high level management. Administrative tasks take most of the work time. HR treat staff as Resource, not as Humans, Working infrastructure (buildings) is getting old and outdated compared to local standards.
