Severely understaffed, due to a limited budget and an expectation to save on payroll, means everyone else is overworked and stressed out. A lot of pressure is put on staff to sell shoecare, which is all the company cares about, and eventually leads to burnout. If you're not consistently hitting the shoecare target then don't expect to progress far in the company. They'd rather you not have a life outside of work so they can work you to the bone for rubbish pay.
