The head office tends to take a hands off approach to how the individual office operate in their local markets. As long as the office does well they are allowed to seek out whatever opportunity that suits the local offices capabilities. With many offices valued employees are allowed to move if it is at all possible. The company does attempt to keep communicate it intentions to it members with regards to it over all direction. CGI has gone through a significant growth over the last ten years. The result is it consists of a collection of many different business units that used to be independent companies. The result is the different businesses units tend to look at inter business unit cooperation as a means to increase its bottom line at the expense of the other Business unit. Since it growth has been significant the Corporate Headquarters has been struggling to create a environment that is capable of supporting this growth. With CGI head quarters being located in Montreal often there is issues with communication due to language barriers.
