Pros
Very stable conditions, small chances to get fired. The professional level can vary from one department to another. Some departments try to be competitive others are more passive. It has good training opportunities.
Cons
Huge egos on some departments, there is no clear meritocratic structure. HR. protects too much the managers, so anyone not happy with the subject or work conditions is not able to change it. And if you want to change to a different unit is difficult.
