Assistant Manager - Environment, Health and Safety
Hong Kong
Responsibilities:
A. Policy & Compliance
Develop, implement, and maintain plant EHS policies, guidelines, standards, and procedures in alignment with corporate EHS requirements and local regulations. Ensure compliance with Hong Kong EHS legislation, including the Occupational Safety and Health Ordinance (Cap. 509), the Factories and Industrial Undertakings Ordinance (Cap. 59), and applicable environmental regulations.
B. Environmental Management
Oversee environmental compliance, including air emissions, wastewater discharge, waste classification and disposal. Coordinate with relevant authorities on environmental permits, reporting, and inspections. Ensure compliance with applicable environmental regulations.
C. Safety Management
Conduct risk assessments and implement control measures for plant operations. Lead regular safety inspections and behavior-based safety observations; intervene to stop unsafe behaviors and build safety awareness across the plant. Ensure compliance with machinery safety, LOTO, contractor management, and emergency preparedness standards.
D. Occupational Health
Establish and maintain occupational health surveillance (pre-employment, periodic & exit medical examinations). Conduct workplace hazard monitoring (noise, dust, ventilation, chemical exposure, ergonomics). Manage occupational disease prevention programs (e.g., noise-induced hearing loss, musculoskeletal disorders).
E. KRA & Reporting
Develop and monitor plant EHS KRAs; collect and report data timely to Plant Leadership & corporate EHS. Complete and submit statutory EHS reports and notifications as required.
F. Training & Communication
Prepare annual EHS training plan and materials; deliver training together with the Safety Committee and/or external parties. Communicate EHS policies and requirements to all employees at all levels.
G. Incident Management
Lead accident/incident investigation together with the Plant Safety Committee and corporate EHS team. Ensure root causes are properly identified, corrective measures are developed and effectively executed. Complete incident reports and share learnings to corporate EHS and across the organization.
H. Inspection & Auditing
Conduct regular EHS inspections and audits; follow up on findings to ensure timely closure within the agreed timeframe. Lead behavior-based safety observations; intervene to stop unsafe behaviors and build safety awareness across the plant.
I. Key Control Areas
Focus on critical EHS control points such as LOTO, machine guarding, contractor management, chemical handling, and emergency preparedness.
J. Other Duties
Assist line managers with any EHS issues and provide technical guidance as required.
Requirements:
A. Education
Bachelor's degree or above in Safety Engineering, Environmental Engineering, Occupational Health & Safety, Engineering, or a related discipline. Degrees from Mainland China, Hong Kong, or internationally are all accepted.
B. Professional Certification
Registered Safety Officer (RSO) under Cap. 59Z preferred; candidates with relevant OSH qualifications eligible for registration will also be considered
IOSH Managing Safely or other relevant certifications a plus
C. Experience
5+ years of EHS experience in a manufacturing environment, preferably food & beverage or consumer goods
Experience in multinational companies (MNC) or joint ventures is highly valued
Proven ability to build and lead EHS programs, and coach teams across functions
D. Regulatory Knowledge
Working knowledge of Hong Kong OSH legislation (Cap. 59, Cap. 509, Cap. 59Z) preferred; equivalent experience from other jurisdictions with strong learning agility will also be considered
Familiarity with Mainland China EHS standards (e.g., GB standards, 安全生产法) a plus
E. Language & Communication
Good command of both spoken and written English and Chinese (Cantonese and Mandarin)
