Recruiter did the pre-screen and repeatedly told me to look for an email to set up the following interview. It never came.
It's totally fine to pass on a candidate, but be honest with them. Stop telling them to look out for emails that are never going to come, or if something changes make sure to notify the candidate.
Uber strings you along in the process for no reason.

Thorough, 3+ months and several loops, a take home case that you present in front of a panel and Q&A. Lots of behavioral questions and detailed in the trees questions from the hiring team

I've reached only first round of interview with hiring manager. She was friendly and explained me the stages. But I felt that I am not going to the next round of interviews.

Only made it through the recruiter screening. It felt very rushed during the conversation. It didn’t last long at all. Maybe 15 minutes. I received an automated rejection email within 36 hours
