Highly based on education and experience, less about the skills themselves. I felt that if I had my same skillset but did not have my technical degree, they would have not interviewed me.

Interview
Multiple interviews. Some technical and some related to language and soft skills.
Negotiations regarding the base salary and also the approval process and the background checking.
Overall it was a pleasant experience but the hiring process was quite long and I had to wait for all the approvals, due to the fact that i was hired on a new project.
