Minus Dev Ops Engineer interview questions

I had a phone interview. The hiring manager reviewed my previous work history and sites. He then asked me to solve a scaling challenge with slow load times in apache. I gave the answer and wrote a solution in C++. He was impressed. However, they emailed back telling me they could not make an offer because of their limited funds. I never even asked for a certain salary amount.
