Interview
Two phone calls were made — one by the assistant hiring manager and one by the hiring manager himself. An online interview was then scheduled. During the interview, three individuals were present. Surprisingly, they did not ask any questions about my expertise or experience. Instead, they focused on very basic topics such as definitions and elementary aspects of traffic impact assessments.
I believe this is not an appropriate approach for evaluating candidates for a mid-senior level position. Job seekers at this level are neither students nor entry-level applicants. The interview should focus on the candidate's relevant experience, skills, and professional capabilities.

Started with online application, telephone interview with deputy administrator and HR. In person interview requested by Candidate.
In person interview performed by the County Administrator and his Deputy.
Offer included signing Bonus, Moving Expenses, and high starting salary. They were in dire need to fill long vacant position for over 1 year.

Initial contact was made by phone and email, requesting that I complete a video interview. The video interview was interesting and allowed for multiple attempts to record a response. The video interview was followed by an in-person interview in the HR Department with 2-3 interviewers.
