Jefferson County (Colorado) interview questions

For my first interview, I was asked to prepare and present a 10 minute presentation. I never received any feedback, follow up, or a response indicating I would not be moving forward. It seems unprofessional to ask someone to extensively research and prepare a presentation, as a first interview, to then ghost them.
