IBM PM Testing interview questions

I was interviewed by IBM recently for PM Testing position as my CV was send through consultant. I had cleared interview and got selected and further i had given their 2 Cognitive assessment online tests that also i cleared. Further i had send all my valid documents for Background Check a few days later HR told me position has been filled up internally. Is this how IBM does for a selected candidate? This is really a unfair practice. IBM is fooling candidates and playing games with their career.
