Way too many TCs on the books for what they need so most TCs dont get enough shifts. Don't work on big projects and have lost a lot of contracts. Don't keep TCs updated if no work but expect them to essentially be on call 24/7. Also have supervisors who are essentially teenage girls which might explain why they are losing contracts.
