The appointee will assist the Director of Internal Audit to (i) manage and ensure the evolving role of the internal audit function to cope with the strategic development of the University and add value, (ii) promote and maintain the collaboration with all units of the University as a strategic business partner of good corporate governance; (iii) plan audit and governance support strategies for new developments and operational areas and (iv) undertake and manage audit and governance support assignments. Main duties include to:
- Assist in overseeing audit strategy and review long term audit need;
- Assist in leading and coordinating the annual audit planning exercise;
- Maintain an effective control self-assessment framework including development of suitable policy;
- Develop suitable audit strategies for new areas;
- Co-ordinate with CityUHK’s units, governance authority, Audit Committee and internal audit function as of Mainland operations as appropriate for internal audit and governance collaboration;
- Assist in maintaining a suitable balance of in-house and outsourced internal audit resources;
- Keep abreast of the latest developments, improvements, new technologies and practices in auditing and university operations; and act as a governance continuous improvement agent;
- Assist in the development and update of audit policies and procedures;
- Promote and review the quality of audit projects and services;
- Establish and maintain efficient audit processes and systems;
- Manage and conduct internal audits and special consulting projects;
- Provide professional advice to University staff for operational efficiency and risk mitigation;
- Liaise with all levels of staff of the University including members of the Council, external auditor and consultants, and review officers from other regulatory or public bodies; and
- Undertake special review projects for areas of management concerns and other projects as assigned by the Director of Internal Audit.
- A Bachelor’s degree in Quantity Surveying/Engineering/IT and/or Accounting and Finance or related disciplines;
- Relevant professional qualifications (e.g. chartered surveyor/chartered building engineer/CPA/CIA/CISA/CFE);
- Substantial experience in Mainland projects, construction project management and auditing, risk management, internal audit, and/or IT audit gained at a senior level of a sizable or comparable organisation with proven records in leading teams;
- Previous property developer or Big 4 experience is desirable;
- Good IT and PC literacy with experience in working with IT tools;
- Excellent interpersonal, communication and presentation skills; and
- Being innovative and strategic, highly adaptable to changes with confident personality and willing to face new challenges.
- While the appointee may not be an IT expert, it is critical that s/he has a basic understanding of the ever-changing IT environment so as to effectively assess and communicate technology risks.
Candidates with less relevant experience may be considered for appointment as Internal Audit Manager.
Remuneration package will be highly competitive, commensurate with qualifications and experience. Appointment will be made on a fixed-term contract; fringe benefits include gratuity, leave, medical and dental schemes.
