Senior Officer – Information Technology (IT Application)

The Hong Kong Examinations and Assessment Authority (HKEAA) is an independent and not-for-profit statutory body which administers public examinations in Hong Kong. Our scope of responsibility extends to administering over 200 international and professional examinations.We are looking for talented people to join hands with the HKEAA family in contributing to the provision of valid, reliable and equitable examinations and a range of assessment services to meet the educational and societal needs of the community. Applications are now invited for the following post:
Duties: The appointee will serve as the technical lead for system architecture assessment, application security, coding quality assurance and application modernization across the public examination systems. The role will drive and lead Proof of Concept (POC) exercises on strengthening application security, system modernization with new architectural frameworks and AI services enablement.
The appointee is required to deliver the following key responsibilities:
(a) Direct project strategy and provide technical guidance to engineering teams as the lead developer, maintaining oversight of architectural frameworks, coding standards, and security compliance;
(b) Conduct architecture assessments, perform gap analysis to identify modernization opportunities and strategic roadmaps;
(c) Coordinate and consolidate application security activities across systems and oversee the implementation of vulnerability remediation and code changes to resolve identified security risks and proactively prevent potential vulnerabilities;
(d) Develop and enforce secure coding standards, establish quality gates for application development within the development lifecycle;
(e) Conduct POC exercises leveraging the latest AI and emerging technologies, tools, services and frameworks; and
(f) Translate business use cases into scalable solutions and drive the development of innovative strategies to advance the Authority's digital operations.
Requirements:
(a) A Bachelor’s degree in Information Technology, Computer Science or related disciplines;
(b) At least 6 years’ post-qualification experience in IT solution architecture and design, system development and release. Experience with large-scale application systems is an advantage;
(c) Solid practical experience in application security, application architecture design principles and web-based enterprise application development;
(d) Possess a strong full-stack development background with hands-on experience in related technologies and frameworks (e.g. Java Spring Boot, React, Vue.js, Node.js), together with solid database experience;
(e) Strong technical know-how and hands-on experience in one or multiple domains:
Cloud services (e.g. Azure, AWS, Alibaba Cloud or GCP)
Code quality tools and integration (e.g. SonarQube)
Application security tools and vulnerability remediation
AI/ML technologies and agentic tools
Modern system design patterns (e.g. API gateway, microservices)
(f) Self-motivated and innovative, with strong analytical, problem-solving, communication and interpersonal skills; and
(g) Good oral and written communication skills in both Chinese and English.
Employment Terms: The remuneration package will be commensurate with qualifications and experience. Appointment will be on a fixed-term contract with contract-end-gratuity, MPF benefits, medical and dental care. Future employment may be offered on renewable contracts subject to performance and staffing needs.
