This is was more of a thought exercise than a question, but the idea is to create some "dumb" code that runs locally at the traffic light that provides APIs for a "smart" program to input some sort of light sequence. They weren't interested in the specifics of how a traffic light rotates more just how would control a light if that was already figured out.
