Cattle call interviews of as many people as possible, hire as many as you can, they will be disillusioned and quit. Keep those that stayed and believed the non-truths.
After the new employees come on board and have quit their past jobs, tell then different procedures, using their own money for expenses, long time before getting first paycheck and reimbursed on expenses.
