I think I figured out why they've been trying to fill out this position for over a month. The hiring manager can't be bothered to interview anyone, but is more than content listening to calls between recruiters and candidates instead of just interviewing candidates themselves. With how little the recruiter actually knows about the position I am not quite sure what they expect to gleam from that, but if that's how they approach most of their operational issues than where there's smoke, there's fire.
